Need-based OWLSnet Membership Grants

Since 1999, OWLS has offered need-based grants in order to make OWLSnet membership affordable to all system libraries. By assisting member libraries in paying their annual OWLSnet membership fees, OWLS has achieved its goal of automating all system libraries. Because annual membership fees would consume a larger percentage of some small libraries' budgets than can be justified, it is important to continue offering these grants so that all OWLS libraries can continue their participation in OWLSnet.

Guidelines

  1. Any OWLS member library with an annual income of less than $55,000, as reported on the most recent Wisconsin Public Library Annual Report, is eligible to participate in this program.
  2. Eligible libraries will annually receive a grant to pay a portion of their OWLSnet membership fee. Grant amounts will depend on a library's reported annual income and will be based on the following table.

    $50,000 - $54,999 10% 90%
    > $54,999 0% 100%
  3. As a condition of receiving need-based OWLSnet membership grants, recipient libraries agree to follow the "Standard Practice" described in the OWLSnet Resource Sharing Policy, sharing all circulating materials freely with other network libraries. Libraries choosing to restrict access to local materials will not be eligible to receive OWLSnet membership grants.
  4. Annual membership grants will be awarded indefinitely until the recipient library's annual income exceeds $54,999.
