2004 Outagamie County Library Planning Documents

A number of background documents have been prepared as part of the planning process. All of them are posted in pdf format.

Outagamie County Library Services Plan: 2000-2004
The current plan was adopted by the Outagamie County Board of Supervisors on October 10, 2000. It contains an examination of library services in the county, goals and objectives for the plan period, a methodology for reimbursing municipal libraries for providing countywide library services, and recommendations for implementing the plan.

Outagamie County Library Funding 2000-2005
This spreadsheet lists the formula elements for all libraries receiving county funding during the period covered by the current plan. The years listed are the budget years, so the circulation and local expenditures occurred two years prior.

Summary of Outagamie County Library Funding 2000-2004
This document summarizes the payment and funding percentages received by all libraries during the period covered by the plan.

Service Costs and Payments 2000-2004 (chart)
This chart shows that county payments have not keep pace with increasing service costs.

Wisconsin Library Tax Rates by County
This table includes resident, non-resident, and average tax rates and levels of per capita support for all counties in the state.

Outagamie County Library Service Costs 2002-2003
Local and county library service tax rates and per capita support levels are given for 2002 and 2003.

2003 Outagamie County Circulation Matrix
This table shows the number of items loaned to residents of each jurisdiction in the county that does not have its own library by each library that receives funding from Outagamie County.

Distribution of Outagamie County Budget and Circulation
The contribution of each town and village to the county library tax is listed. This table also lists each town's and village's use of county libraries as measured by circulation.

2004 Library Costs for Outagamie County Towns and Villages
In addition to giving each town's and village's total and per capita contribution to the county library tax, this table shows what each jurisdiction would contribute if the county was funding at 100% of the funding formula.

County and State Measures Relating to Cost per Circulation
This document was prepared in an effort to determine why the cost per circulation varies widely among libraries. While the results were inconclusive, the document contains a variety of interesting information about library costs and services.
